Dubai Tackles Bur Dubai Congestion With Targeted Projects as Global Cities Face Similar Pressures

The Al Shindagha Corridor Development Project in Bur Dubai has been fully completed, ensuring uninterrupted traffic flow from Al Garhoud Bridge to Port Rashid via the Infinity Bridge and Waterfront Market.

Dubai ranks as the most congested city in the Middle East, where professionals spend an average of one hour and 45 minutes commuting each day amid a daytime vehicle volume of 3.5 million. This volume creates repeated bottlenecks during peak windows from 7am to 9am, 1pm to 2pm, and after 5pm, plus Friday afternoons near major attractions. The Roads and Transport Authority manages 57 major infrastructure projects that include 226 km of new roads and 115 bridges or tunnels to address these conditions.

Completed Corridor and New Bridge Linkages

The completed Al Shindagha corridor directly serves the Bur Dubai area already connected by the Dubai Metro Red Line stops along Sheikh Zayed Road and by traditional abra boats across Dubai Creek at fares of AED 1 to 2. A separate 1,425-metre bridge costing AED 786 million is under development to connect the Bur Dubai side to the Dubai Islands and improve access to those districts. These steps build on the RTA network that already runs 193 bus routes and a tram service with NOL card fares from AED 3 to AED 8.50.

Dubai Municipality has completed 36 percent of the AED 500 million Deira stormwater drainage project, with full completion set for the end of 2027. In May 2026 the main tunnelling works began on the AED 20.5 billion Dubai Metro Blue Line, a 30 km route expected to serve one million residents by 2040. The Executive Council approved the First Al Khail Street Development Plan for a 15 km elevated carriageway parallel to Sheikh Zayed Road, with construction scheduled to start in the third quarter of 2027.

Next Construction Phases and Resident Options

Residents can continue using existing RTA services while the new Blue Line and Al Khail carriageway advance. The Tasreef programme has already awarded five contracts worth AED 2.5 billion for stormwater networks across 30 areas.
