Dubai Expands Roads and Metro to Cut Commute Times Amid Regional Congestion Pressures

Dubai records the highest congestion levels in the Middle East, with professionals averaging one hour and 45 minutes of daily commuting amid 3.5 million daytime vehicles on the roads.
The strain shows most clearly during peak windows from 7am to 9am, 1pm to 2pm and after 5pm, plus Friday afternoons near popular sites. Vehicle registrations reached 2.5 million in 2024, pushing the Roads and Transport Authority to run 57 separate infrastructure schemes at once.
Bur Dubai projects target specific bottlenecks
The Al Shindagha Corridor Development Project finished all phases on the Bur Dubai side, cutting travel time from Al Garhoud Bridge to Port Rashid from 80 minutes to 12 minutes while lifting capacity to 24,000 vehicles per hour. A separate 1,425-metre bridge costing AED 786 million is under construction to link Bur Dubai directly with Dubai Islands, adding four lanes each way for 16,000 vehicles per hour. The Red Line metro already stops near key Bur Dubai sights along Sheikh Zayed Road, and traditional abra boats cross Dubai Creek to Deira for Dhs 1 to 2.
Transit upgrades mirror global city strategies
The RTA operates an 89.6 km metro network that includes 13 km underground, plus 193 bus routes carrying more than 30 million passengers each week and a tram service, with fares set between AED 3 and AED 8.50 on NOL cards. Main tunnelling began in May 2026 on the 30 km Dubai Metro Blue Line, an AED 20.5 billion project with 14 new stations expected to serve around one million residents by the end of 2029. An initial phase of the Dubai Loop underground system using Boring Company technology opened between DIFC and Dubai Mall in mid-2026.
These steps focus on adding road capacity and new rail links rather than demand management alone. Residents in Bur Dubai can reduce exposure to peak-hour delays by using the Red Line or NOL cards for short hops across the creek, options already integrated with the existing network managed by the RTA.
