Executive Council Approves Transport Infrastructure Plan for Downtown Dubai

The Executive Council approved a Dhs18 billion package of projects on July 1, 2026, that includes transport initiatives intended to serve Downtown Dubai.

Context for Current Priorities

Downtown Dubai sits on Shaikh Zayed Road between Business Bay and DIFC. Heavy volumes of tourists and residents create pressure on surrounding roads, particularly during peak periods. Officials have endorsed measures that address these patterns through new corridors and existing network improvements.

Local Routes and Daily Patterns

Congestion concentrates on Shaikh Mohammed Bin Rashid Boulevard and roads around Dubai Mall, especially in evening hours and on weekends. The Dubai Mall Metro Station connects via an 820m air-conditioned walkway. Rush hours run from 7 to 9 AM and 5 to 7 PM. Dynamic Salik tolls have cut Sheikh Zayed Road traffic by around 9 percent. Public transport options include the Red Line Metro, bus routes 8, 81, X28 and C01 that link Dubai Mall, Burj Khalifa and Downtown, plus taxi ranks at Dubai Mall.

Projects Backed by Council Decisions

The July 1, 2026 package covers a new 15km elevated corridor on First Al Khail Street. Separate approvals cover the Trade Centre Roundabout and Al Mustaqbal Street improvement projects, which carry an AED1.3 billion cost and are expected to reduce travel time by 75 percent for Downtown Dubai residents. A car tunnel system known as the Dubai Loop was announced in February 2025 to serve the area. These steps build on the existing public transport network and toll adjustments already in place.

Residents and visitors can continue to use the Red Line Metro or the listed bus routes for trips into and around Downtown Dubai while the newer road projects advance.
