Dubai Marina Waterfront Projects Face New Compliance Rules This Week

Administrative Decision No. 1/2026 introduced new permitting, operational, environmental, and leasing requirements for marinas and marine terminals across Dubai, creating a new compliance framework for waterfront developments in Dubai Marina.

The decision arrives as Dubai Marina continues to serve as a focal point under the Dubai 2040 Urban Master Plan, which designates the area for targeted upgrades. Operators of existing marine facilities must now review leasing arrangements and operational procedures to align with the updated rules, which apply directly to projects along the waterfront.

Transport Networks Target Expansion

The Dubai Marine Transport Master Plan, launched in 2023, sets a goal to expand the marine transport network length by 188 percent to reach 158 km by 2030. New stations are planned along waterfront projects that include Dubai Marina, building on current infrastructure that features two dedicated Metro stations at DMCC and Sobha Realty, the Dubai Tram, and 7 km of pedestrian walkways. Enhancements for shaded walkways and smart lighting systems are already under way at these locations.

In 2024 the Roads and Transport Authority opened a new free-flow exit from Al Seba Street to Qarn Al Sabkha Street that cut travel times for motorists leaving Dubai Marina by approximately 60 percent. This earlier improvement sits alongside the broader push to increase land area for hotels and tourist activities by 134 percent and public beaches by 400 percent under the Dubai 2040 Urban Master Plan.
