Dubai Infrastructure and Jobs Bill Sets Funding for Bur Dubai Projects

Local government records show the bill responds to population growth recorded in the 2025 Dubai Statistics Center report. That report counted 380,000 residents living within Bur Dubai boundaries, an increase of 12 percent from 2020 levels.

Residents who rely on the Al Fahidi and BurJuman metro stations will see platform extensions begin in the first quarter of 2027. The legislation requires contractors to advertise 40 percent of project positions through the Dubai Department of Economic Development job portal. Policy analysts note that this requirement applies to all contracts above AED 50 million.
Water and electricity connection upgrades are listed for 12 streets around the Dubai Museum. The government says the policy will shorten average outage response times from 45 minutes to 20 minutes once works finish in late 2028.
Budget figures and next steps
The bill’s budget line for Bur Dubai totals AED 1.8 billion over three years, according to the published schedule attached to Executive Council Decision No. 214 of 2026. Of that amount, AED 720 million is earmarked for public transport, AED 650 million for utilities, and AED 430 million for workforce training programs administered by the Dubai Knowledge Park authority.
Procurement notices are scheduled for release on the Dubai Government Procurement Portal on 1 August 2026. The first contractor selection panel is expected to convene by October 2026, with construction start dates listed for January 2027.
