The proposed cap would reduce that subsidy by 12 percent for households earning above AED 18,000 monthly. A family in Meena Bazaar that spends AED 620 on vegetables, rice and dairy each month would see the subsidy on those items limited to the first AED 450 of purchases.
Policy analysts note that the change would require residents to register updated income details through the DubaiNow app by October 2026. Those who miss the deadline would receive the standard rate until the next review window. Local advocates point out that many small-business owners operating from shops along Al Fahidi Street rely on predictable utility bills to maintain narrow margins.
The Dubai Statistics Center figure showed that 38 percent of Bur Dubai households spend more than 35 percent of income on housing and utilities combined. The framework would publish a quarterly cost index so residents can adjust budgets in advance of each review.
Timeline for implementation
Following the September 2026 local council election, the winning candidates are expected to submit the final draft to the Dubai Executive Council by December. Public consultation sessions are scheduled for October at the Bur Dubai Community Centre. The government says the policy will be published in the Official Gazette once approved.
