Bur Dubai Raises Commercial Licensing Fees to Match Regional Standards

Bur Dubai Municipality council members voted 7-2 on 8 July 2026 to implement revised commercial licensing fees that tie annual charges to floor space and sector type, a change that directly affects an estimated 12,400 retail and service businesses operating in the historic district.

The adjustment responds to a 2025 municipal review that identified licensing revenue shortfalls against rising infrastructure maintenance costs documented in the Dubai Municipality Annual Report. Officials stated the new structure brings Bur Dubai into line with fee models already operating in Abu Dhabi’s central business districts and Ajman’s free zones.

Impact on daily operations for local traders

Under the ordinance, a 150-square-metre grocery store will pay an additional AED 4,800 per year, while a 40-square-metre tailoring workshop faces an increase of AED 1,200. Delivery schedules and staffing levels at these premises are expected to remain unchanged in the short term, according to the legislation’s implementation notes.

Policy analysts note that the tiered formula mirrors the square-metre-based charges introduced in Abu Dhabi in 2023, where similar businesses reported a 9 per cent average rise in operating costs during the first full year of application.

Next steps and payment timeline

The government says the policy will take effect on 1 January 2027, with the first invoices issued through the existing DubaiNow portal. Businesses that submit renewal applications before 30 November 2026 will lock in the current rate for one additional year, the council resolution states.

Municipal records show that licensing fees collected in Bur Dubai totalled AED 187 million in the 2025 fiscal year, funds that support street cleaning, signage maintenance and market inspection services used by residents on a daily basis.
