Bur Dubai Reserves 5,000 Public School Spots for Emirati Residents
The scheme adds 5,000 public school spots in Bur Dubai from September while private school subsidies for non-Emirati families are reduced by 15 percent.

The Bur Dubai Education Priority Scheme 2026, approved by the Dubai Education Authority in June, reallocates government-funded places and transport support toward Emirati students living in the district. The change takes effect for the 2026-2027 academic year and directly limits new enrolment access for non-Emirati children in the same public institutions.
Bur Dubai recorded 38,400 school-age residents in the 2025 census, of whom 9,200 are Emirati. The scheme responds to sustained growth in that Emirati cohort and to the district's existing public school capacity of 11,800 seats. Officials cited the 2026 Dubai Budget Paper, which lists education as the second-largest expenditure item at AED 9.4 billion across the emirate.
Who Gains Access and Who Faces New Costs
Emirati families in Al Fahidi and Al Seef now receive automatic priority for the additional 5,000 places, along with free bus services funded under the scheme. Non-Emirati households that previously used the same schools at subsidised rates must either pay full private fees or move children to institutions outside the district. Local real-estate listings show average annual private secondary fees in Bur Dubai at AED 48,000.
The Dubai Education Authority circular states that transport subsidies previously covering 2,800 non-Emirati students in Bur Dubai will end. Families in Meena Bazaar and Al Mankhool report they are now budgeting an extra AED 6,000 per child for private buses or taxis. Public school class sizes in the district are projected to remain at 28 students after the reallocation.
The 2026 Dubai Budget Paper records an AED 180 million increase for Bur Dubai public schools, offset by a reduction in private-school support grants. Policy analysts note the net transfer equals roughly 12 percent of the district's total education allocation.
Enrolment opens on 20 July for Emirati applicants and on 15 August for remaining seats. The Dubai Education Authority will publish final seat numbers on its portal by 10 August, after which families must confirm placements or seek alternatives outside Bur Dubai.
