Dubai Enforces New Healthcare Rules for Bur Dubai Residents Starting November 2025

The Dubai Health Authority is rolling out updated regulatory standards and inspection procedures for healthcare facilities across Dubai, including free zones outside Dubai Healthcare City Authority, following recent workshops. Sheikh Hamdan bin Mohammed approved Executive Council Resolution No. 49 of 2024, which sets rules for healthcare activities and professions in the entire emirate, including special development zones and the Dubai International Financial Centre.

Changes to Patient Costs and Insurance Claims

New 2026 patient rights guidelines introduce out-of-pocket caps of AED 1,500 for basic plans and AED 3,000-5,000 for enhanced plans, along with a standardised 20% co-insurance rate for inpatient care. A separate Health Insurance Claims Management Policy Directive, effective 16 November 2025, requires all insurance companies and providers in Dubai to handle claims electronically through eClaimLink under set timelines. These measures apply directly to residents in Bur Dubai who use local clinics and hospitals for routine and emergency care.

The policies affect daily access for Bur Dubai residents by standardising costs at facilities they visit and shifting claims processing to electronic systems. Residents in areas served by existing providers will encounter the new inspection procedures and claims rules as facilities comply with the DHA updates.

Planned Expansion of Facilities

Dubai plans to build three new hospitals and 33 primary healthcare centres by 2033, with priority given to newly developed residential areas such as Al Yalayis and Nad Al Sheba through public-private partnerships. For Bur Dubai residents, this expansion is projected to support broader access as the emirate grows, though current services remain governed by the 2024 resolution and 2025 claims directive.

The government says the policy changes will improve oversight and claims handling across the emirate. Implementation will continue through DHA workshops and compliance requirements for providers serving Bur Dubai communities.
