State Fund Bill Allocates Money for Business Bay Roads, Utilities

The state legislature passed the second reading of the Regional Infrastructure Support Bill on July 7. The measure directs 180 million dollars toward road widening and utility upgrades in Business Bay, affecting construction firms and transport operators based in the district.

State budget papers released last month identified Business Bay as one of three priority zones for capital works because existing arterial routes now carry 22 percent more daily traffic than in 2023. The bill responds to those capacity figures by earmarking funds for specific segments near the central business corridor.

Employment and Service Effects in Business Bay

Local residents who work in building trades stand to gain from contract provisions that require 40 percent of the work to go to firms headquartered inside the city limits. The bill text lists the Business Bay Ring Road and the waterfront utility corridor as the two initial sites, both scheduled to begin site preparation in the fourth quarter of 2026.

Commuters who rely on the existing bus routes along those corridors could experience temporary lane reductions during construction phases, according to the project timeline attached to the legislation. The same document projects completion of the first phase by mid-2028.

Budget Figures and Remaining Steps

The legislation states that 72 million dollars of the total will support utility relocation work, while the balance covers pavement and drainage improvements. State economic development agency estimates attached to the bill project 850 direct construction positions during peak activity in 2027.

The bill now moves to the finance committee for final review on July 15. Public comment sessions are scheduled at Business Bay city hall on July 22 before the measure returns to the full assembly for third reading.
