The Productivity Commission has found that utility costs represent 8 percent of median household expenditure in Business Bay. Next steps for implementation and monitoring

The Business Bay Utility Authority must file quarterly compliance reports with the state public service commission beginning in October 2026. The first report will list the number of accounts that received rate adjustments and the dollar amounts involved. Any proposed rate filing above the 3 percent threshold must receive explicit legislative approval before taking effect.

Policy analysts at the state fiscal office expect the cap to remain in place until the 2028 review date written into the statute. At that point lawmakers will receive updated data on actual household expenditures and authority operating costs before deciding whether to extend, adjust or repeal the measure.
