Voters across Deira will decide on 15 July whether to authorise the Infrastructure and Jobs Bond, a measure that permits the city to borrow 450 million dirhams for designated public works and workforce programmes.
The referendum arrives after the 2026 municipal budget recorded a 12 percent shortfall in capital spending on maintenance, prompting council officials to place the funding question directly before residents rather than seek internal reallocations.

Passage would require the city to allocate 40 percent of proceeds to certified training centres in Deira, producing an estimated 3,200 short-term construction positions and 800 permanent maintenance roles according to figures in the bond prospectus. Residents employed in logistics near the port could gain access to those posts through priority hiring lists tied to the projects.
Another 35 percent of the funds would support upgrades to the Deira bus network, including 22 new articulated vehicles and signal priority at 48 intersections. Commuters travelling between Deira and adjacent industrial zones would see scheduled headways reduced from 18 minutes to 12 minutes on three core routes, the legislation states.
The Productivity Commission has found that similar local bond programmes in comparable jurisdictions generated an average 1.8 jobs per 100,000 dirhams spent on transport infrastructure, a ratio the city projects will hold if the measure passes.
Ballot counting begins the evening of 15 July, with certified results expected within 72 hours. If approved, the first tranche of borrowing would occur in September, and initial contracts for road resurfacing in the Al Rigga corridor would be advertised by October.
