Deira Adjusts Community Services Levy Starting August, Changes Resident Fees

Local government records show the reform stems from the 2025 municipal budget review, which identified shortfalls in covering routine maintenance after cost increases in fuel and equipment. The legislation states that levies will now factor in current property valuations rather than fixed rates used since 2019.
Changes to household payments
Residents in Deira's older neighbourhoods, including those near the creek, will see their waste collection portion rise or fall depending on the square metre size recorded in the new valuation roll. A two-bedroom apartment previously billed at 1,200 dirhams a year for combined services now faces an assessment that could shift by several hundred dirhams once the council sends updated notices next month.
Small business operators along Deira's main commercial streets must also submit revised declarations if their premises include outdoor seating or storage areas. The council will process these declarations through its online portal before the first quarterly payment due on 1 September.
The 2026 municipal accounts list 47 million dirhams allocated for waste and parks services under the new levy structure. Council documents indicate this figure covers 62 percent of projected costs, with the remainder drawn from general revenue.

Property owners can request a valuation review by submitting documentation to the municipal assessment office before 31 July. Tenants should check lease agreements to determine whether landlords will pass any levy increase through rent adjustments.
The government says the policy will generate updated revenue data by October, allowing the mayor's office to publish a mid-year adjustment report on service delivery outcomes.
