Dubai Approves New Hospitals and Health Centres Near Deira Under 2033 Plan

Dubai has approved a major healthcare expansion that will bring three new hospitals and 33 primary healthcare facilities to the emirate by 2033, with priority given to newly developed residential areas including Al Yalayis and Al Awir near Deira. The plan, announced by the Dubai government, aims to improve access to medical services for residents in rapidly growing suburbs, particularly those where health infrastructure has not kept pace with population growth.

New facilities and licensing updates

The expansion, detailed in government announcements, targets underserved communities in the eastern corridor of Dubai. Al Yalayis and Al Awir, both close to Deira, are among the first areas slated for new centres. Alongside the infrastructure build-out, the Dubai Health Authority issued updated regulations under document GC-04-2025 that supersede earlier rules for health facility licensing and operations. These changes are expected to streamline the approval process for clinics and hospitals, potentially reducing wait times for residents seeking care.

Ministerial Decree No. (221) of 2025 also updated the National Immunization Program, while Decree No. (220) adopted National Standards for Health-promoting Schools effective in Dubai. The school health standards will apply to all educational institutions in the emirate, including those in Deira.

Insurance costs and residency requirements

A key change for Deira's working population is the Basic Health Insurance Scheme, which offers a package at AED 320 per year for private sector employees and domestic workers. Mandatory coverage is now required for residency permit renewal, a rule that took effect on January 1, 2025. For residents renewing their visas, proof of insurance must be submitted to authorities, making the scheme a practical necessity for thousands of families in the area.

The Unified Health Insurance System 'Enaya' has also been introduced, unifying all government health insurance programs in Dubai, including the former 'Saada' program. This consolidation is expected to simplify access to coverage for residents who previously navigated multiple schemes.

Planners and health officials say the new facilities and updated regulations will reduce pressure on existing hospitals near Deira while ensuring that newer neighbourhoods have adequate primary care capacity. The government has not yet released a detailed timeline for construction but describes the 2033 target as a firm commitment.
