Dubai Raises Commercial Licensing Fees for Downtown Retail Operators Starting 2027
The July 7 vote sets new fee tiers that will apply to businesses operating within the Downtown Dubai boundaries starting in January 2027.

The Dubai Municipality council on July 7 passed the 2026 Commercial Licensing Fee Update, which raises annual permit costs for retail, food service and office tenants inside the Downtown Dubai district. The measure applies to roughly 12,000 existing licences and sets three new fee bands based on floor area and activity type.

Council records show the update received unanimous support after two amendments. One amendment delayed the highest tier increase until 2028 for businesses under 200 square metres. The policy document states the new structure brings Downtown Dubai fees into line with the schedule already operating in Abu Dhabi’s central business district and in selected Sharjah commercial zones since 2024.
Local advocates note that the change follows the federal Cabinet’s 2025 directive on municipal revenue harmonisation across emirates. Under that directive, each emirate must publish its fee tables by mid-2026. Dubai’s version was the last to be finalised.
Effects on residents and daily costs
Policy analysts say the increase will be passed through to tenants via higher service charges in mixed-use towers along Sheikh Mohammed bin Rashid Boulevard and in the Opera District. A 150-square-metre café currently paying AED 18,000 a year will move to the middle band at AED 24,500. Residents who rely on these outlets for meals and errands can therefore expect modest price adjustments on menus and delivery fees once the new licences take effect.
The legislation states that revenue from the revised fees will be directed to the municipality’s public realm maintenance budget, which stood at AED 420 million in the 2025 fiscal year. No new spending items were approved in the same meeting.
Implementation guidance issued after the vote requires licence holders to renew under the new rates between 1 October and 31 December 2026. The municipality will open an online calculator on its portal next month so operators can estimate their individual obligations before renewal.
