Downtown Dubai Municipal Service Fee Restructuring Policy Revises Resident Parking and Waste Charges

The Dubai Municipality introduced the Municipal Service Fee Restructuring Policy on 7 July 2026. The measure revises charges for parking permits and waste collection services across Downtown Dubai. It applies to all residents and commercial properties registered with municipal accounts in the district.
The update follows the release of the 2026 Dubai Municipality Budget Paper. That document projects a shortfall in operational revenue due to expanded infrastructure maintenance across the central business district. Local government analysts note that service fees have remained unchanged since the last adjustment in 2022.
Changes for Households and Businesses
Residents will pay 250 dirhams per month for a standard residential parking permit, up from 200 dirhams. Households with two vehicles face an additional 100 dirhams for the second permit. Waste collection fees rise to 120 dirhams monthly for apartments under 100 square metres. Small retail units in the area will see their combined service bill increase by 180 dirhams on average.
Policy analysts say the adjustments target high-density zones where parking demand exceeds available spaces. The legislation states that fees collected will remain within the municipal budget for Downtown Dubai services and will not transfer to other districts.
Budget Figures and Next Steps
The 2026 Dubai Municipality Budget Paper lists service fees as contributing 15 percent of the 12 billion dirham operational allocation for central Dubai. Revenue from the revised charges is projected to add 180 million dirhams annually to that total.
Residents will receive account statements by post before 25 July. Automatic debit updates begin on 1 August. The municipality will open a dedicated helpline on 10 July for queries about individual accounts.
