Dubai approved the development of 17,080 new affordable homes in March 2025. A subsequent agreement signed in May 2025 between the Roads and Transport Authority, Dubai Municipality and Wasl Group will deliver over 17,000 residential units across six areas that include Me'aisem and Al Twar. These steps fall under the Affordable Housing Policy and are intended to support skilled professionals in public and private sectors.

The policy incorporates the 20-Minute City concept, which seeks to place housing within reach of the city centre and essential services. For Downtown Dubai residents this means shorter commutes to employment hubs and reduced transport outlays as new units are located in or near established neighbourhoods such as Bur Dubai and Deira. The Dubai 2040 Urban Master Plan directs attention to these historic cores to place affordable options closer to transit and workplaces.
The Strata Registration initiative allows UAE citizens to subdivide existing real estate units and obtain separate title deeds. This measure is expected to increase the supply of smaller, more affordable dwellings in locations including Al Karama and Al Barsha, both within practical distance of Downtown Dubai employment centres.
Household budget considerations
By aligning new supply with existing job locations and transit corridors, the policy is projected to ease pressure on monthly transport and housing costs for local households. Residents who previously faced longer journeys from outer areas may gain options closer to Downtown Dubai offices, retail and public facilities. The government states the approach will maintain access across income levels while expanding green and leisure spaces in the same communities.
Implementation will continue through coordinated delivery by the listed authorities and Wasl Group. Further units are scheduled under the same framework without a fixed public completion date beyond the 2025 approvals already recorded.
