Dubai's Health Insurance Law No. 11 of 2023 requires all residents, including expats and dependents, to hold DHA-compliant health insurance with a minimum annual claim limit of AED 150,000. Facility standards and future expansion

Six new regulatory policies and three guidelines updating health facility and inspection standards will apply soon to hospitals, clinics and pharmacies across the emirate, excluding Dubai Healthcare City Authority. A separate plan approved in July 2026 calls for three new hospitals and 33 primary healthcare centres by 2033, with priority given to areas including Al Yalayis and Nad Al Sheba.

Residents in Downtown Dubai will see updated inspection standards at local clinics and pharmacies once the policies take effect. The government projects the new facilities will expand access in developing residential zones, though current service points remain the immediate point of contact for insurance and screening compliance.
