Households using under 4,000 kilowatt hours per month face an increase in the base rate of 0.02 fils per unit while accounts above that threshold receive a reduced subsidy. Rental support payments administered through the Dubai Land Department are also recalibrated for properties with annual rents below AED 120,000.

The 2026 Dubai Budget Paper records an allocation of AED 4.8 billion for residential utility and housing support across the emirate.
