Dubai Marina Residents Vote on AED 4,800 Annual Infrastructure Fee August

The Dubai Municipality placed a referendum question on the August 12, 2026 ballot that asks Dubai Marina residents whether to approve a new infrastructure levy. The measure targets the district's 45,000 registered households and would apply to apartments, villas and commercial units along the 3.5-kilometer waterfront.

Why the Vote Arrives Now

Dubai's 2026 budget papers list AED 200 million in projected repairs for the marina promenade, jetties and lighting systems over the next five years. District officials scheduled the referendum after a March 2026 public consultation period drew 2,800 written submissions from building management companies and resident committees.

Local advocates note that service charges collected through building management firms have risen 12 percent on average since 2024, driven largely by maintenance of shared marina facilities. The proposed levy would sit on top of those charges and appear as a separate line on annual property tax notices.

Examples of Costs for Typical Households

A two-bedroom apartment owner in Marina Tower would face an additional AED 2,400 per year under the highest tier of the levy. A three-bedroom villa near the western breakwater would pay AED 4,800. The legislation states that buildings with fewer than 50 units receive a 15 percent discount on the base rate.

Policy analysts at the Dubai Policy Review have examined similar levies applied in Jumeirah Lakes Towers in 2023. Their review found that 68 percent of those charges were passed through to tenants within 18 months via increased rents or service fees.

Ballots will be mailed to all registered Dubai Marina addresses beginning July 15. Results must be certified by the Dubai Elections Committee no later than August 20, after which the municipality will publish implementation rules within 60 days if the measure passes.
