Dubai Marina Council Revises Waterfront Levy, Raising Commercial Operator Fees
The new levy structure will adjust annual payments for 18,000 residential units while raising fees on retail and marina businesses along the canal.
How we reported this
Dubai Marina City Council voted on 7 July to revise the waterfront maintenance levy, applying a 15 percent reduction for residential towers and a corresponding increase for commercial licences. The measure reallocates AED 4.8 million in annual collections from the 2025-2026 municipal budget. Residents in buildings east of Marina Walk will see the largest per-unit savings, while operators of restaurants and boat berths along the western promenade face higher charges.
Background to the levy change
The council acted after the Dubai Municipality released its March 2026 infrastructure assessment, which documented a 22 percent rise in canal dredging and lighting expenses since 2023. Policy analysts note the revision follows the municipality's directive that districts recover 60 percent of maintenance costs locally rather than through central transfers. The vote passed 9-2, with the two dissenting members representing commercial districts.
Under the revised schedule, a one-bedroom apartment will pay AED 1,120 instead of AED 1,320, while a 200-square-metre retail unit will pay AED 8,400 instead of AED 6,500. Local advocates note that the change aligns with the municipality's 2024 circular on cost recovery for shared waterfront assets.
Effects on daily costs and services
Households in towers such as Marina Vista and The Torch will receive the reduced levy on their October service charge statements. Commercial tenants between Marina Mall and the Yacht Club will absorb the increase through higher licence renewals due in September. The council minutes state that collected funds will continue to cover security patrols, waste collection along the promenade, and seasonal fountain maintenance.
The government says the policy will maintain current service levels without drawing additional funds from the emirate-wide budget. Next steps include publication of the updated fee schedule in the Dubai Municipality gazette by 15 July, followed by a 30-day consultation period for affected businesses before final implementation.
