Dubai Marina Council Approves Resident Parking Permit System, Reserving Street Spaces for Locals

The Dubai Marina Municipal Council passed the resident parking permit ordinance on July 7 by a 7-2 vote. The measure establishes a registration system that limits non-permit parking to two hours in designated street zones along Marina Walk and adjacent residential blocks.

Why the vote happened now

Council records show the decision follows a 2025 review by the Dubai Roads and Transport Authority that documented rising vehicle volumes during peak evening hours. The ordinance applies to all buildings within the Marina district boundaries and requires proof of residency through tenancy contracts or property titles.

Under the rules, each household can register up to two vehicles for an annual permit fee set at AED 800. Visitor permits will be available for purchase at AED 50 per day but will not allow overnight stays in permit zones. Enforcement will begin with a three-month warning period before fines of AED 300 are issued.

Direct effects on daily routines

Residents in towers such as Marina Heights and The Torch will no longer compete for curb space with day visitors and hotel guests during commute times. Families who rely on street parking for school drop-offs or grocery runs will gain reserved spots closer to building entrances.

Local businesses along the promenade may see shorter customer stays, since non-residents must move vehicles after two hours or purchase daily permits. Delivery drivers and service workers will need to coordinate with building management for temporary access passes.

The legislation states that revenue from permit fees will be directed to the district maintenance fund, which currently covers street lighting and signage upgrades. The government says the policy will generate an estimated AED 4.2 million annually based on 2025 registration projections from the Dubai Land Department.

Implementation begins with an online portal opening on August 1 for initial registrations. Residents must submit documents by December 15 to receive permits before the January enforcement date. Further adjustments to zone boundaries will be reviewed after the first six months of operation.
