Dubai Marina Infrastructure Allocations Bill Advances, Projected to Support 1,800 Construction and Maintenance Positions

The Dubai Legislative Council bill tracker now lists the Waterfront Infrastructure Support Bill 2026 as having cleared its second reading. The measure directs funds toward expanded metro connections and utility upgrades along the Dubai Marina waterfront. It directly covers work zones from Marina Mall to Jumeirah Beach Residence.

Why the bill reached this stage

Dubai Municipality records show passenger numbers at Marina Metro Station rose 19 percent between 2024 and 2025. Council documents cite this growth as the reason for advancing the bill now rather than in the next budget cycle. The legislation states that the AED 420 million package must be committed by the end of the current fiscal year.

Policy analysts note the timing aligns with the completion of Phase 3 of the Dubai Metro Blue Line extension studies released last month. Those studies identified capacity shortfalls at the Marina terminus during peak evening hours.

Effects on residents and local services

Construction contracts under the bill are expected to require crews based at the Al Sufouh depot, five minutes from the Marina. Local advocates note that hiring preferences listed in the draft rules give priority to applicants living within five kilometres of the project sites. This could mean maintenance roles for lighting, drainage and walkway repairs along Marina Walk.

The government says the policy will add 1,800 positions in construction and ongoing facility management by 2028. The same document projects that improved metro frequency will cut average commute times for Marina residents working in Downtown Dubai by 12 minutes each way.
