Dubai Marina Council Approves Waterfront Infrastructure Programme Linked to Jobs and Services

The Dubai Marina municipal council on July 8 approved the Waterfront Infrastructure Programme by a 7-2 margin, directing spending toward port-adjacent road works, pedestrian links and utility upgrades.

The decision follows the release of the 2026 municipal budget paper, which identified capacity shortfalls at the marina's main access roads and public piers as constraints on both commercial activity and resident movement.

Employment and contract opportunities

Policy analysts note that the programme opens bidding rounds for local contractors on segments of the works, including drainage improvements along Al Marsa Street and new lighting at the promenade. The legislation states that at least 30 percent of the labour hours on awarded contracts must be filled by workers residing in Dubai Marina or adjacent districts, a requirement drawn from the council's existing procurement guidelines.

Local advocates note that this clause could channel work toward residents already employed in construction trades or facility management roles along the waterfront. The government says the policy will generate positions in project oversight and ongoing maintenance once the initial build phase concludes.

Changes to services and access

Residents will see the addition of two new shuttle stops on the marina loop and extended operating hours at the public boat ramp, measures contained in the same resolution. The council document projects that these adjustments will reduce average wait times at peak morning and evening periods for commuters using water taxis or the internal tram line.

What happens next is a 90-day period for tender publication and public consultation on detailed design drawings, after which contracts are scheduled to be awarded by the end of the calendar year. Updates on progress will be posted on the municipal planning portal as milestones are reached.
