Jbr Zoning Ordinance Update Raises Density Caps in Three Districts

The Jbr City Council approved an amendment to the 2024 Zoning Ordinance on 7 July 2026 that increases maximum residential density by 25 percent in the Riverfront, Oakwood and Hilltop districts. The measure directly affects property owners and renters within those boundaries who seek permits for new construction or conversions.

Local population estimates from the Jbr Planning Department show an annual growth rate of 1.8 percent since 2023, which has lengthened wait times for rental listings and pushed average rents above the regional median. The ordinance update responds to that pressure by altering floor-area ratios and minimum lot sizes without altering height limits in the affected zones.

Changes for property owners and tenants

Under the revised rules, a single-family lot in Oakwood that previously allowed one additional unit can now accommodate two, provided setbacks and parking minimums are met. Tenants in buildings approved after August will receive notice of the new density category on their lease documents. The legislation states that any project exceeding 12 units must reserve 10 percent of units at income levels tied to the area median income published by the Jbr Housing Authority each January.

Residents outside the three districts will not see immediate zoning shifts, though the council resolution directs staff to review spillover effects on traffic counts along Main Street and the 14th Avenue corridor by December 2027. Bus route 12, which serves all three districts, recorded 1.4 million passenger trips in the 2025 fiscal year according to the Jbr Transit Authority annual report.

Next steps in implementation

City staff will begin accepting applications under the new density schedule on 1 August. The planning commission has scheduled two public information sessions for 15 July and 22 July at the Jbr Civic Center to explain permit timelines. The government projects that the first certificates of occupancy under the updated ordinance will be issued in the second quarter of 2027.

Analysts at the local university’s urban studies program note that similar density adjustments in peer jurisdictions have produced between 180 and 240 new units per square kilometre within five years when paired with existing transit access. The Jbr budget for 2026-27 allocates 420,000 dollars for additional planning review capacity tied to this ordinance change.
