Why the change arrives now

Policy analysts note that the bill also freezes proposed rate increases for the next two billing cycles. This provision covers both the municipal water authority and the two private electricity providers that serve Jbr. The freeze prevents additional charges from appearing on statements through December 2027.
Next steps for residents and administrators
The Jbr Department of Finance will begin automatic enrollment for households already receiving other state income supports. Residents not currently enrolled must submit income verification forms by 15 August 2026 to receive credits on September statements. The department projects that 78 percent of eligible accounts will be processed within the first 60 days of rollout.
Local advocates note that community centers in Jbr’s northern wards will host weekly assistance sessions starting 20 July 2026. Staff will help residents complete forms and calculate expected credits using sample bills. The legislation requires the department to issue a public report on participation rates by 1 December 2026.
