Dubai Approves Infrastructure Bill: Jumeirah Roads, Metro, Utilities Get Major Upgrades

Passage follows the March 2026 Dubai Executive Council directive that required all infrastructure proposals to list projected employment figures before budget approval. The council published its updated tracker on 2 July 2026, showing line items that reach Jumeirah projects scheduled for the 2027 fiscal year.
Jobs and daily services for Jumeirah residents
Under the bill, contractors must hire at least 35 percent of site labour from Dubai nationals and long-term residents for the Jumeirah segment of the Blue Line metro extension. Local advocates note this requirement could add positions in tunnelling, signalling and station fit-out crews based at the Al Safa depot. Utility upgrades listed in the same tracker include replacement of 12 kilometres of water mains along Jumeirah Street, work that the Dubai Electricity and Water Authority projects will reduce service interruptions for 8,400 households.
Policy analysts say the legislation also ties project payments to completion milestones measured by the Roads and Transport Authority. Funds flow only after independent verification that each phase meets safety and traffic-flow standards along the coastal corridor.
Budget figures and next steps
The 2026 Dubai Budget Paper records an allocation of 1.8 billion dirhams for the full infrastructure package, of which 420 million dirhams are earmarked for Jumeirah works. The Dubai Statistics Center 2025 census counted 47,300 people living inside the Jumeirah district boundaries that these projects cover.
The bill now moves to the final reading scheduled for 22 July 2026. If passed, the first tender notices for the metro and water-main contracts are expected to appear on the Dubai government procurement portal in September, with site mobilisation projected to begin before the end of the year.
