Local advocates note that households in the outer fronds will pay an average additional 1,450 dirhams annually once both phases are complete.
The legislation states that revenue from the levy must be spent on designated projects, including resurfacing of the main spine road and replacement of 14 kilometres of water mains. The council's budget paper lists a total allocation of 215 million dirhams for these works through 2029.
Service Delivery Schedule
Residents can expect visible work on drainage upgrades near the trunk road to begin in the first quarter of 2028. The government says the policy will deliver completed sections of improved lighting along residential access paths by the end of 2028.
