Local authorities scheduled the referendum for September 2026 after the Dubai Executive Council noted rising operational costs in its 2025 annual report on infrastructure maintenance. The vote follows two years of steady fee adjustments tied to fuel price fluctuations reported in the same document.

Effects on Resident Payments

Under the measure, households would see any tariff rise limited to 3 percent per year instead of the variable rate used since 2023. A typical three-bedroom villa currently billed at 1,200 dirhams monthly for combined utilities would face a maximum increase of 36 dirhams rather than the 80-dirham jump recorded in the most recent billing cycle.

Rental properties make up 65 percent of occupied units on the island according to the Dubai Land Department registry. Landlords and tenants would both receive notices detailing the capped structure if the referendum passes, with the change applied at lease renewal dates after the policy takes effect.

Budget Data and Timeline

The 2026 Dubai budget paper allocates 420 million dirhams to energy subsidies for residential users in the Jumeirah district, including Palm Jumeirah. Policy analysts say passage of the measure would draw an additional 18 million dirhams from that allocation to offset the slower tariff growth.

Voters will receive information packets from the Palm Jumeirah Community Council by mid-August. The government says results will determine whether the tariff schedule is locked in the 2027 billing cycle or reverts to the existing adjustment formula.
