Under the new structure, households that exceed the first consumption band will face higher per-unit rates for both electricity and water. A typical four-bedroom villa that uses 8,000 kilowatt-hours monthly would move into the second tier for the excess amount. Local property managers report that many families already track usage through smart meters installed by the authority in 2024.
Policy analysts note that the revisions maintain the existing subsidy for Emirati nationals while adjusting rates for non-subsidised accounts. The legislation states that the second and third tiers will rise by percentages set out in the council resolution. Residents who reduce usage below the first threshold will continue to pay the base rate unchanged.

The municipality will issue updated billing statements in December that include the new tier thresholds and projected charges. Property owners may request consumption audits through the authority’s online portal before the January start date.
