Dubai Municipality and Nakheel have set a new maximum floor area ratio of 1.8 for residential plots on Palm Jumeirah, down from the previous 2.2 allowance, with immediate effect on applications lodged after 1 September 2026.
The shift follows three years of rapid approvals that added more than 1,200 units in towers along the trunk and inner fronds, pushing electricity and road networks close to peak capacity recorded in summer 2025. Officials cite the need to preserve sea views and reduce shadow effects on existing low-rise villas.
Changes hit specific fronds and projects
Plots on Frond E near the Golden Mile will face an added 12-metre setback rule from the main Palm Jumeirah Road, while developments around The Boardwalk at The Pointe must now include 25 percent more open space per building footprint. Nakheel’s ongoing Shoreline Apartments refurbishment programme has already submitted revised drawings that cut one floor from two planned blocks to meet the new cap.
These rules also apply to any renovation exceeding 30 percent of a structure’s value, affecting dozens of older villas on Frond P that owners had planned to extend upward.
Land Department figures for the first quarter of 2026 show 47 off-plan residential transactions on Palm Jumeirah averaging AED 18,500 per square foot, with buyers paying premiums for units that still enjoy direct water access. The new density controls are expected to slow the release of fresh inventory by an estimated 18 months.
What buyers and agents should do now
Anyone considering a purchase should request the latest stamped site plans from the selling agent and confirm with RERA that the project file carries the updated density certificate. Early applications lodged before the September deadline remain under the old rules, but only if construction begins within 12 months of approval.
Residents on the affected fronds can review their building’s compliance status through the municipality’s online portal before any major alteration work.
